County Council Votes to Establish Bicycle and Pedestrian Advisory Committee

One of the goals of Talbot Thrive is to assist and spearhead the creation of a Bike and Pedestrian Master Plan, which would:

  1. Identify and prioritize projects that enhance the safety and accessibility of non-motorized transportation.
  2. Promote public awareness and education of bicycle and pedestrian safety
  3. Advise the County Council on matters related to bicycle and pedestrian infrastructure by creating a Bicycle and Pedestrian Master Plan, and:
  4. Assist the Council in applying for grant funding to support future plans and projects

On September 24, 2024 the Council unanimously approved an administrative resolution to create the commission, detailed below. We are looking forward to being part of this important work and implementing a less-car centric agenda for the future of Talbot County.

ADMINISTRATIVE RESOLUTION ESTABLISHING A BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE

WHEREAS, the County Council of Talbot County, Maryland (the “County Council”) is desirous of formally establishing a Bicycle and Pedestrian Advisory Committee for the purposes of developing a County-wide Bicycle and Pedestrian Master Plan and generally promoting safe and accessible bicycle and pedestrian infrastructure, as more fully set forth in this Administrative Resolution.

NOW, THEREFORE, BE IT RESOLVED, by the County Council of Talbot County, Maryland, that:

1. The County Council hereby establishes the Bicycle and Pedestrian Advisory Committee (the “Committee”) for the following purposes:
a. Identifying and prioritizing projects that enhance the safety and accessibility of nonmotorized transportation;
b. Promoting public awareness and education of bicycle and pedestrian safety;
c. Advising the County Council on matters related to bicycle and pedestrian infrastructure by creating a Bicycle and Pedestrian Master Plan; and
d. Assisting the County in applying for grant funding to support future plans and projects.

2. The Committee shall consist of the following individuals, who shall serve for the terms indicated below and, except as otherwise indicated, be entitled to vote on all matters before the Committee:
a. A County Councilmember, who shall serve for a term of two (2) years or until their term of office expires, as an ex officio, non-voting member and shall be a liaison between the Committee and the County Council;
b. The Sheriff of Talbot County, Maryland or their designee, who shall serve for a term of two (2) years or until the Sheriffs term of office expires;
c. A representative of Talbot County Public Schools appointed by the Talbot County Superintendent of Schools, who shall serve for a term of three (3) years;
d. A business owner in Talbot County, Maryland appointed by the County Council, who shall serve for an initial term of two (2) years and thereafter serve for a term of three (3) years;
e. A representative of the Maryland Farm Bureau appointed by the County Council, who shall serve for a term of three (3) years; and
f. Seven (7) citizen representatives appointed by the County Council, consisting of one (1)
resident from each of the municipalities of Easton, Oxford, Queen Anne, St. Michaels, and Trappe, one (1) resident from the unincorporated area of the County in the Chapel District or the Easton District, and one (1) resident from the unincorporated area of the County in the Trappe District, St. Michaels District, or Bay Hundred District. Four (4) citizen representatives shall serve for an initial term of two (2) years and thereafter serve for a term of three (3) years. Three (3) citizen representatives shall serve for a term of three (3) years.

3. The members set forth in 1(d) through (f) above shall be nominated through a public application process and, to the extent practicable, reflect the racial, gender, and cultural diversity of Talbot County, Maryland.

4. Representatives from the following County departments shall attend and participate in all Committee meetings:
a. Economic Development and Tourism;
b. Parks and Recreation;
c. Planning and Zoning; and
d. Public Works.

5. Administrative support for the Committee shall be provided by the County Manager and the County’s Directors of Parks and Recreation and Economic Development and Tourism.

6. Committee members serve at the pleasure of the County Council and may be removed at any time by a majority vote of the County Council.

7. The Committee shall meet at least quarterly, with additional meetings as needed.

8. The County Manager and/or the County’s Directors of Parks and Recreation and Economic Development and Tourism shall provide Committee reports at least once a year at regularly scheduled County Council meetings.

9. Committee meetings shall comply with the Maryland Open Meetings Act, Md. Code Ann., General Provisions § 3-101, et seq., as amended hereafter from time to time.

BE IT FURTHER RESOLVED, that this Administrative Resolution shall take effect immediately upon adoption.
